The Hotbar Upgrade increases the hotbar size by one slot and is crafted from a piece of Fabric and a Rope. It also requires that the Workbench is already upgraded at least once.

This upgrade can be used up to 4 times, increasing the amount of hotbar slots to the maximum of 7.

Trivia

Crafting this item used to require the Hotbar Upgrade Recipe. This is no longer the case.

This item has identical crafting costs to the Inventory Upgrade.
On previous versions, this item could only be used up to 3 times.
